About author : Dr. Kavita Gupta , Former Additional Chief Secretary, Government of Maharashtra, IAS(1985) made innovative and pathbreaking contributions as Textile Commissioner of India, Addl. DGFT, GOI and as Principal Secretary, Labour; Secretary, Finance; Commissioner, SS & State Lotteries; Collector, Jalna; CEO, Wardha and Ratnagiri etc.in GOM. She is PhD. in International Economics from Prescott University, London, and has five Masters : Masters in Physics with credits in Engineering from IIT, Delhi; M.Tech in Behavioural and Social Sciences, from IIT Delhi; Masters in International Law and International Economics from World Trade Institute, Berne, Switzerland (awarded summa cum laude).
