The present compilation is an effort to make all government servants familiar with the different tenets of vigilance administration and disciplinary procedures which may help them in effective and transparent decision making.Moreover the compilation will serve asa handbook on CCS conduct rules ,CCS(CC&A)rules and their judicial remedies.

Dr.D.K.Mehrotra did his M.Sc. and Ph.D. from the Geology Department, Lucknow University, Lucknow
Subsequently in 1974 he began hi career as a Class 1 Geologist in Geological Survey of India Ministry of Mines Government of India.After rendering 35 years of service occupying different technical and administrative position he superannuated in 2011. During his service tenure he assisted the Head of Deptt. NR,GSI in various technical and administrative matters.He successfully performed the duties of Head of Office, Vigilance Officer, Director (Vigilance)NR,GSI. Besides as Director GSI Training Institute he coordinated different training programs for officers of different levels.He had been guest faculty on administrative and vigilance matters in various government department like Income tax,Census,CGWB,NSSO etc. Even after superannuation he has been continuing as guest speaker to Jaipuria Institute of Management and other Government department.D.K.Mehrotra is a leader with clarity of thoughts, successful administrator and an eloquent speaker on vigilance matters
